v0.71.0 — ZUS: a refusal has a name, and a top-up no longer erases the payment

Every refusal says what it is about and where to fix it. A base declared above the ceiling of art. 18c ust. 2 is now refused by name instead of being silently trimmed; a contribution-holiday claim filed outside the preceding month no longer reduces the contributions and says why; the accident-insurance rate has an upper bound derived from the act rather than an arbitrary number; and an identity document the ZUS form will not accept is named as a document — instead of asking for a PESEL from someone who cannot have one. Each message's "fix" link now opens that field and that month.
A second payment is a top-up, not a replacement. Until now, recording a second transfer against the same contribution overwrote the previous entry — a month paid in two instalments looked underpaid, and the date of the second payment was lost, even though that date decides which month the contribution reduces the ryczałt base in. Every payment is now its own row, the dialog pre-fills the remaining amount, and what has already been recorded is listed above the fields.
A correction for a month with a contribution holiday is three documents. A month covered by the relief is reported by the declaration and two personal reports; a correction of such a month withdraws both reports with zeros. Withdrawing a holiday claim for a month already filed is allowed — Biurko lets it through and says what follows: the set is already with ZUS, so the correction is yours to file.
A month with no insurance title costs zero — and says why. Suspended activity, or a month after the business closed, is not "amount unknown": the calendar square shows zero with the reason next to it, the yearly summary no longer counts such a month as uncalculated, no payment deadline is printed where there is nothing to pay, and building a ZUS DRA for such a month is refused before any figures are computed, leaving no draft behind.
Three new things to state on the ZUS tab — without them the declaration will not be built. The payer's short name (the name ZUS knows the company by, from its own ZPA/ZFA registration — Biurko used to cut the legal name at the 31st character, mid-word); "Books kept in Biurko since" — the date from which the whole previous year is here, because without it neither mały ZUS plus nor the simplified health base can be computed honestly; and the previous year's form of taxation, because art. 18c ust. 12 asks about that year, not the current one. What has not been stated is not guessed: the product refuses and leads you to the field.
The setup checklist now has a "ZUS" step that closes on exactly what the declaration is written from. The scheme in force this month, the contribution account number, the insurance title code, the short name, the date of birth, the sex and either a PESEL or an identity document. What is missing shows as a chip on the step itself — no need to open it and hunt.
Every figure now says where it comes from. The base, the rate, the annual ceiling, the health-contribution band, the scheme window — each number carries a short caption naming the provision behind it, and a click opens the explanation. A contribution account number whose tail stopped matching the company's NIP (after the NIP changed) is no longer dictated for a transfer: Biurko says it has to be stated again instead of offering another payer's account.
"Overdue" is decided by the server clock, not the browser's, and numbers and dates are written the same way across the page — in English and Ukrainian too. The calendar column heading gives the day that really applies to every visible month ("by the 21st" instead of "by the 20th" when the 20th is a Sunday), or the whole rule: "by day 20 or the next working day".
