How to start a sole proprietorship in Poland in 2026?

Registering a sole proprietorship (JDG) in Poland via CEIDG is free and requires choosing a tax form, ZUS path, and VAT status. Until 31 December 2026, small businesses billing up to PLN 10,000 gross per month may invoice outside KSeF. Full e-invoicing becomes mandatory for all sole proprietors on 1 January 2027.

How to start a sole proprietorship in Poland in 2026?

Registering a JDG (jednoosobowa działalność gospodarcza, Poland's sole proprietorship) takes about fifteen minutes online and costs nothing. The expensive part is what you choose in those fifteen minutes: your tax form, your social security path with ZUS (Poland's Social Insurance Institution) and your VAT status. Some of these choices can only be changed once a year, so a wrong guess on day one costs real money.

This guide shows how to start a sole proprietorship in Poland in 2026, step by step, with this year's figures. There is also a deadline. Until 31 December 2026, the smallest businesses that invoice up to PLN 10,000 gross per month may still issue invoices outside KSeF (Poland's national e-invoicing system). From 1 January 2027 KSeF applies to everyone.

Do you need a registered business at all?

Before you file anything, check whether unregistered activity is enough. Since 1 January 2026 the limit is counted per quarter: 225% of the minimum wage, or PLN 10,813.50 of revenue per quarter (biznes.gov.pl). You don't register a business or pay ZUS contributions. If you exceed the limit, you have 7 days to register in CEIDG (the Central Register and Information on Business Activity).

For ongoing work with business clients that limit is usually too low, so we assume you are registering a JDG. A JDG is not a company: you and the business are one legal person, and you are liable with your personal assets. Non-EU citizens may need a specific residence status to register, so check the eligibility rules on biznes.gov.pl.

Step 1. Pick your PKD codes and prepare your details

Before you open the portal, prepare:

  • PKD codes (the Polish Classification of Activities): one main code and optional additional ones,

  • your business address. You need a legal title to the premises, such as ownership or a lease, and your own flat can be enough (biznes.gov.pl),

  • your PESEL (Polish national ID number), contact details and a bank account number if you already have one.

Your business name must include your first and last name. You can add a brand name to it.

Step 2. How to start a sole proprietorship in Poland: register in CEIDG online

You file the CEIDG-1 application on biznes.gov.pl or at your local municipal office (urząd gminy). Registration is free, and you can start operating on the day you file. To log in to the portal you use Profil Zaufany (Poland's government e-ID) or the e-dowód (electronic ID card). Without either, fill in the form online and sign it in person at the office.

Your data goes to ZUS and the tax office automatically, and you receive your NIP (tax ID) and REGON (statistical number) on registration. In the same application you state:

  • your tax form (see Step 3),

  • your start date,

  • your VAT registration, if you want to be an active VAT taxpayer from day one.

Step 3. Choose your tax form

This is the biggest financial decision at the start. The 2026 health contribution figures follow from the minimum wage (PLN 4,806) and the average wage for Q4 2025 (PLN 9,228.64), according to ZUS.

Form Tax Health contribution in 2026 What you can deduct Tax scale (progressive) 12% up to PLN 120,000 of income, 32% above; tax-free allowance PLN 30,000 9% of income, min. PLN 432.54 nothing Flat tax 19% of income 4.9% of income, min. PLN 432.54 health contribution up to PLN 14,100 Lump-sum tax (ryczałt) 2% to 17% of revenue, depending on the activity fixed: PLN 498.35 (revenue up to PLN 60,000), PLN 830.58 (up to PLN 300,000), PLN 1,495.04 (above) 50% of the health contribution from revenue

"Income" means revenue minus costs, while the lump-sum tax is charged on revenue with no cost deduction. You declare your choice in CEIDG-1. Later you can usually change it by the 20th day of the month after the month of your first income that year (podatki.gov.pl). Which option wins depends on your costs and margin. This is not tax advice: if in doubt, run the numbers with a tax adviser.

Step 4. ZUS contributions: start-up relief, preferential and full ZUS

A new business can choose between several paths for social security contributions. The health contribution is mandatory on all of them (zus.pl).

Period Social contributions Health (scale/flat tax) Total per month Start-up relief (ulga na start), 6 months PLN 0 PLN 432.54 PLN 432.54 Preferential ZUS, 24 months approx. PLN 456 PLN 432.54 approx. PLN 889 Full ZUS, no end date PLN 1,926.76 PLN 432.54 PLN 2,359.30

The social amounts include the voluntary sickness insurance. Preferential ZUS is calculated on 30% of the minimum wage (PLN 1,441.80), full ZUS on 60% of the forecast average wage (PLN 5,652). You can't use the start-up relief if you ran a business in the last 60 months, or if you provide services to a former employer in the same scope as under your employment contract.

Example. Alex starts his business on 1 November 2026. Until April 2027 he pays only the health contribution. From May 2027 to April 2029 he is on preferential ZUS, and from May 2029 on full ZUS or Small ZUS Plus (Mały ZUS Plus). The latter requires prior-year revenue of up to PLN 120,000 and lasts at most 36 months within a 60-month window (zus.pl). The 2027 health contribution will differ from the table.

You settle contributions monthly and pay them by the 20th day of the following month.

Step 5. VAT: exempt or active taxpayer

Since 1 January 2026 the VAT exemption limit is PLN 240,000 of annual sales (Article 113 of the VAT Act, podatki.gov.pl). In your first year you calculate the limit proportionally to the days you operate: PLN 240,000 × number of days / 365.

In Alex's case, 1 November to 31 December 2026 is 61 days, so his limit is about PLN 40,110. The exemption ends with the transaction that exceeds the limit. From that transaction you charge VAT, and you must file the VAT-R registration form before it.

The exemption doesn't suit everyone. As an exempt taxpayer you can't deduct VAT on purchases, and some B2B clients expect invoices with VAT. It also doesn't cover certain goods and services listed in the act.

Step 6. Business bank account and KSeF

Payments between businesses above PLN 15,000 must go through a payment account, so it pays to open a business account right away.

KSeF is being introduced in stages (Ministry of Finance):

  • from 1 February 2026: invoices from firms issuing in KSeF reach you there, and you collect them there,

  • from 1 April 2026: issuing invoices in KSeF becomes mandatory for most businesses, including a JDG,

  • until 31 December 2026: you may issue invoices outside KSeF only if monthly sales stay at or below PLN 10,000 gross; the limit counts invoices covered by the KSeF obligation, not consumer sales,

  • from 1 January 2027: the obligation applies to everyone, and the penalty-free period ends.

Once you exceed PLN 10,000, KSeF applies from the invoice that crossed the limit, with no way back to the old rules. If you start today, there is little point in learning paper invoicing for two months.

Step 7. Bookkeeping: do it yourself, hire an accountant, or use Biurko

You are not required to use an accounting office. A simple JDG can be run on your own, if the software calculates what you need.

Biurko is a Polish invoicing system with native KSeF integration, and its interface works in Polish, Ukrainian and English. It covers a large part of the bookkeeping of a one-person business:

  • sales invoices sent to KSeF at the moment of issue, purchase invoices received from KSeF, and OCR for cost documents,

  • VAT registers and JPK_V7M/K files (the monthly or quarterly VAT return) with UPO (the official proof of receipt),

  • on the lump-sum tax: revenue records, the tax advance, ZUS and DRA declarations (the monthly contribution return),

  • bilingual invoices.

What Biurko does not do today: it doesn't keep the KPiR (the tax revenue and expense ledger) or handle PIT for the tax scale and flat tax, and it doesn't cover fixed assets, annual PIT returns, EU VAT returns (VAT-UE) or full accounting for companies. If you choose the scale or flat tax, you need an accounting office or another program for the books. Biurko then handles invoices, KSeF and VAT. The lump-sum tax is the easiest to run with us, but the fact that something is simple in software doesn't make it the best choice for your taxes.

Checklist for your first 30 days

  1. File CEIDG-1 with your PKD codes, tax form and start date.

  2. Check your ZUS registration and decide whether you want voluntary sickness insurance.

  3. Decide on VAT: exempt or active taxpayer (file VAT-R before your first sale if active).

  4. Open a business bank account.

  5. Set up KSeF invoicing before you issue your first invoice.

  6. Add the deadlines to your calendar: the 20th of the month (ZUS and the income tax advance) and the 25th (VAT and JPK_V7).

Summary

Starting a JDG comes down to four decisions: tax form, ZUS path, VAT status and how you invoice. You make the first three in the CEIDG application and the fourth by 1 January 2027 at the latest. If you pick the lump-sum tax, issue invoices through KSeF and keep your records in one place: create an account in Biurko and issue your first invoice without a paper stage. FAQ

How much does it cost to start a sole proprietorship in Poland?

Registration in CEIDG is free, whether you file online, at the office or by post. You pay only ongoing contributions: the health contribution from the first month (at least PLN 432.54 in 2026) and social contributions after the 6-month start-up relief ends, if you use it. There are no separate registration fees.

Can I register a business in Poland without Profil Zaufany?

Yes. You can fill in the CEIDG-1 application online on biznes.gov.pl and sign it in person at the municipal office, or file a paper version. Profil Zaufany or a qualified signature lets you do everything remotely in about fifteen minutes, but neither is a condition for starting a business.

When is KSeF mandatory for a new sole proprietorship?

For most businesses from 1 April 2026. Until 31 December 2026 you may issue invoices outside KSeF if monthly sales on invoices covered by the KSeF obligation stay at or below PLN 10,000 gross. From 1 January 2027 it applies to everyone, and exceeding the limit during the year switches you to KSeF from the invoice that crossed it.

Do I need an accountant to run a JDG in Poland?

No, there is no such obligation. You can keep a simple business's books yourself, in software that matches your tax form. An accounting office makes the most sense with the tax scale or flat tax (the revenue and expense ledger, annual PIT), when you hire employees, or when you have many costs and want an adviser.

How much is ZUS for a new business in 2026?

For the first 6 months on the start-up relief you pay only the health contribution (min. PLN 432.54). Then comes 24 months of preferential ZUS: about PLN 456 in social contributions plus health. After that, full ZUS: PLN 1,926.76 in social contributions with sickness insurance plus health, unless you qualify for Small ZUS Plus.
